openNextAge gamestate transition is preventing action count to be correctly displayed to player
As of now, when openNextAge proceeds, it transitions back to actionPhase state (id 200), before the action count is decreased. The unwanted side effect is that that reported action count is off by one.
Need to fix this before game going live
edit as commenting seems impossible: 07/22 issue fixed by adding a new boolean field in $benefits
array and using it to conditionally transition to the correct state.
